Immigration Law Update – Israel, October 26, 2023

    Israel is returning to normal along with the security situation in accordance with the directives of the Home Front Command.

    Most of the State of Israel is defined as “green.”
    Yesterday, new guidelines were published by the Home Front Command for the management of daily life according to which educational activities can be carried out without limitation in the vast majority of the regions of the State of Israel, including in Tel Aviv, Jerusalem, and Haifa, even when there is no protected space. According to the new guidelines, almost the entire country is defined as “green“, and the goal is to return workers to the economy and maintain a routine alongside the security situation.

    Permitted activities for “green” areas.
    The Home Front Command
    determined the following guidelines for green areas as of Wednesday, October 25, 2023 at 17:00, until Friday, October 27, 2023 at 15:00:
    Educational Activities – Educational activity can be held without restrictions.
    Gatherings and Services – Gatherings can be held with up to 1000 people.
    In Dan area only – Gatherings can be held with up to 30 people outdoors and up to 300 people indoors. Beaches are closed to the public.
    Workplaces – Operating without restrictions.

    The Work Permit Unit is functioning, as well as several offices of the MOI.
    On the Population Authority’s website, the hours of operation and public reception at the offices of the Ministry of the Interior are updated every day.  During this period, there is activity in the offices.  Applications for work permits and work visas for foreign experts are processed and the permits are being issued. You can contact us and be updated on a daily basis which offices are open, and what are their hours of operation.

    As of today, Thursday October 26, the following are the PIBA offices which will be open today:
    Population Administration-
    Eilat, Beer Sheva (by appointment only), Dimona, Bnei Brak, Ramat Gan, Kfar Saba, Tel Aviv South (by appointment only), Tel Aviv (by appointment only), Modi’in, Rehovot, Rishon Lezion, Holon, Petah Tikva, Hadera , Kiryat, Netanya, Tayba, Haifa, Mevaseret Zion, Ma’ale Adumim, Jerusalem South, Acre, Deir al-Assad, Nof HaGalil, Karmiel, Sakhenin, Afula, Umm al-Fahm, Yokneam, Tiberias, Safed.
    Foreign Workers Administration- Hadera, Netanya, Afula, Petah Tikva, Haifa, Kfar Saba.

    Ben Gurion Airport.
    The Airports Authority recently updated that Ben Gurion Airport is operating as usual and is open to flights for all airlines.
    Keep up to date on the Airport Authority’s website and check the latest flight schedules.

    The Ministry of Economy is working to bring 160,000 workers from India to replace Palestinian workers.
    Due to the severe shortage of workers that has arisen since the war began, the Minister of Economy working to receive the government’s approval to bring in an unprecedented number of workers from India to fill the void that has been created in the fields of, among others, construction, restaurants, industry, nursing and agriculture. It appears that the move will be submitted for government approval in the coming days.
